If it were true that declaring an emergency could suspend those rights, then essentially there is no protection of our rights at all from the Constitution, since a mere declaration is grounds for their elimination. It seems that worldwide, we have been conditioned to believe that "medical" states of emergency are so important, they override our otherwise unconditional rights and freedoms.
