Is there teacher racial bias in the UK?

Racial bias in the American educational system has been well documented and shown to impact student discipline as well as learning outcomes.  Does this pattern exist in the UK?  Tomorrow we will hear about a recent school incident involving a lone black student and a teacher's use of the "N-word" in what the teacher felt was an "appropriate question".

What was the school's response?  What should it have been?
