The IRS often implies that the ratification of the 16th Amendment to the US Constitution in 1913 permitted the federal government to greatly broaden the scope of the Income Tax. The IRS wishes you to think that the 16th Amendment allows them to impose the tax directly upon ALL American citizens.

Could it be TRUE, going back all the way to the first Income Tax act after the 16th Amendment was supposedly ratified, that US federal Income Tax laws have NEVER applied to citizens of the 50 states of the Union who have no income from the federal government?
