Jose "Cheo" Ortiz has dedicated his life to the City of Oakland, California. Currently he is the Graffiti Abatement Coordinator in the Office of Councilmember Noel Gallo Dist 5.
 
Jose formerly worked as the director of various recreation centers in Oakland for over 25-years. He also contributed to communities of Puerto Rico by assisting with their recreation programs. He is a native of Puerto Rico and visits his family and friends and volunteering with his city's recreation programs while there.  

Jose is the founder of the First  Police Motorcycle Chopper (OSPD Heroes Never Die), founder of the Oakland Unified School District Police Hummer H1 (Timothy Howe) Project 2011, founder of the First Police & Fire Chief Lowrider Cars in the US, he's the founder of (Earn Your Bike Program) in1994, a program that gives local at risk youth the opportunity to earn a new bicycle, he's the founder of Park for Peace City of Oakland 2007, Co-Founder of Street Inspiration Nor-Cal Car Club in 1991. He's also the winner of the 1997 Puerto Rican Distinguish Award (West Coast, USA), and named the "Godfather of Lowrider Police Car in the Nation" by Lowrider Magazine in 2004.
