Workforce funding sources continue to value performance measures that demonstrate return on their investment in workforce programs. The reality is that state reporting systems, while necessary, do not allow the flexibility that is needed to monitor programs in real time and make adjustments when performance is not meeting the program goals. In addition, common measures reporting uses statistics and numeric calculations but may not convey the outcomes of programs in a way that supports ROI.
