Yet rarely do these deaths gain the national spotlight. For every 1 million Native Americans, an average of 2.9 of them died annually from 1999 to 2015 as a result of a "legal intervention," according to a CNN review of CDC data broken down by race. The vast majority of these deaths were police shootings. But a few were attributed to other causes, including manhandling. As The Nation recently found, “Punitive discipline, inadequate curriculum, and declining federal funding created an education crisis.”  Apart from Department of Defense schools, schools for American Indian students are the only ones in the country operated and totally funded by the federal government under treaty agreements that promise federally-supported schooling in perpetuity in exchange for tribes giving up lands (which are not subject to property taxes and generate no tax revenue to support schools). And no group of students in America fails to graduate or achieve proficiency at such disproportionate rates.  The failure of the U.S. to deliver on its treaty obligations to educate American Indian students first came to light in 1928, when the 847-page Merriam Report documented the disastrous effects of federal policies that forced American Indian children into boarding schools. These schools imposed manual labor and worked to eradicate students’ “Indianness” by teaching that their cultures and languages were inferior.In public schools across the country, American Indian and Alaska Native students are more likely to be suspended than any other racial group, with the exception of African Americans. Native students are disciplined at roughly two times the rate of their white peers. Europeans, upon encountering this practice, misunderstood it, considering it uncouth and impolite. To them, trade was conducted with money and gifts were freely given with nothing expected in return. So this native practice got a bad reputation among the white colonists of North America and the term eventually became a playground insult." Boarding schools were the ideal instrument for absorbing people and ideologies that stood in the way of manifest destiny. Schools would quickly be able to assimilate Indian youth. The first priority of the boarding schools would be to provide the rudiments of academic education: reading, writing and speaking of the English language.  Indian youth would be individualized. Religious training in Christianity would be taught. The principles of democratic society, institutions and the political structure would give the students citizenship training. Mandatory sentences for drug offenses enacted during the 1980s and 1990s have hit women particularly hard, many experts say. But some prosecutors and Republicans dispute the claim that the so-called war on drugs has disproportionately hurt women. They say mandatory sentencing has reduced crime, helped break up drug rings and ended sentencing disparities. Reformers hope states' recent efforts to reduce prison populations and spend more on drug treatment will help women. But they say women still remain an afterthought in the penal system. For example, reformers say courts and prisons rarely recognize women's responsibility as mothers or the factors underlying their participation in crime, such as domestic abuse. The justice system, women's advocates say, needs to think creatively about how to help female prisoners. Meanwhile, in the juvenile system, girls often receive harsher punishments than boys who commit similar offenses. DAPL is slated to cross Lakota Treaty Territory at the Standing Rock Sioux Reservation where it would be laid underneath the Missouri River, the longest river on the continent.  Construction of the DAPL would endanger a source of fresh water for the Standing Rock Sioux and 8 million people living downstream. Rebecca is Vice President of Whisper n Thunder, Inc. and chair of the EREZ Emergency Reservations Services Project. Rebecca is a fancy Shawl dancer, Northern Traditional Dancer and occasional women’s grass dancer for specials (or switch dances for fun!). She is the mother of two young boys who grass dancer but began with tiny tot boy’s traditional.  Larry Yazzie will also join the discussion.  Larry Yazzie: (Meskwaki/Dine) is a World Champion Fancy Dancer who consistently takes top honors at American Indian powwows in the United States and Canada. In 1995, he won the World Championship for the Northern Style Fancy Dance. ITCA is a new organization with the mission to help urban natives who need services such as referrals, computer training, arts and crafts, preserve culture through language and spirituality, operate a daycare center and treatment center, among other services. It was a war between the United States government and the children of the First People of this land. Its intention was that of any war, elimination of the enemy. The reason this war is difficult to recognize is because it was covered by the attractive patina of a concept called "Manifest Destiny." Manifest Destiny was a philosophy by which the white european invader imagined themselves as having a divine right to take possession of all land and its fruits. In any encounter with mainstream historical accounts, it is obvious that Native People were very little more than a "problem" to be solved by the colonizers. To white society, they were heathens and behaved like savages. They had no written language, their children were unschooled, and for the most part they didn't know how to stay in one place, many moved their villages according to the seasons. If these people, these Natives, were ever going to amount to anything in this United States of America, they had to be taught the proper and acceptable way to live. Russell Means, born Oglala Lakota, was an early leader in 1970s protests. In the decades since AIM's founding, the group has led protests advocating indigenous American interests, inspired cultural renewal, monitored police activities, and coordinated employment programs in cities and in rural reservation communities across the United States. AIM has often supported indigenous interests outside the United States as well. By 1993 AIM had split into two main factions, with the AIM-Grand Governing Council based in Minneapolis and affirming its right to use the name and trademarks for affiliated chapters.
