In Artice V on the Constitution for the united States, there are two methods presented to amendment the Constitution. The first method is to have 2/3's of the members of Congress approve of a proposed amendment and then to have 3/4's of the states ratify the amendment.
The second method requires that 2/3's of the states request a convention where amendments could be proposed. If a proposed amendment is approved by 3/4's of the states it is ratified and becomes a part of the Constitution.
