THE GEORGIA HOME DREAM PROGRAM - FREE MONEY - May 24,2009

The Georgia Dream NSP Purchase Program was created to encourage the purchase of foreclosed properties. Funds utilized are an allocation of federal dollars received by the Department of Community Affairs from the Housing and Economic Recovery Act of 2008.

The program provides $14,000 to eligible borrowers purchasing foreclosed properties in eligible areas. Funds are disbursed in the form of a second mortgage lien with no interest and no monthly payments. The lien is released over a period of five years and six months. Funds may be used for required repairs and/or down payment assistance.

This program begins April 1, 2009 and all funds must be disbursed by June 30, 2010.

How do I apply?

All buyers must receive eight hours of in-person home buyer education/counseling provided by a HUD-approved housing counseling agency.

Contact a Georgia Dream participating lender for pre-qualification and to begin the mortgage loan process. The lender will evaluate your credit worthiness based on FHA or VA guidelines and your qualifications for the program based on the Georgia Dream NSP Down Payment Program guidelines.

May I take home buyer education online?
No. This program requires attendance at a home buyer seminar or face to face counseling.

Can I buy a home anywhere in Georgia?
No. You must purchase a foreclosed property in an area of greatest need. Need was determined by the volume of foreclosed properties in a county. Click here to view the map of eligible counties.

Are there income limits?
Yes. Eligible borrowers must have a total household income less than 120% of the area median income. Click here for the maximum income limit in each of the eligible counties.

Are only first time home buyers eligible for the Georgia Dream NSP program?
Applicants do not have to be first-time home buyers and they are not prohibited from owning other residential real estate. However, the applicant must occupy the NSP financed property as his or her primary residence within 60 days of closing. Any rental income generated from the ownership of other residential real estate would have to be counted as household income for NSP qualification purposes.

If I am a first time home buyer and I use the Georgia Dream NSP program do I still qualify for the federal first time home buyer $8000 tax credit?
Yes. If you purchase a home prior to December 1, 2009. Consult your income tax preparer or the IRS. www.irs.gov

I would like to use the $8000 federal tax credit as part of my down payment. Can DCA include this amount in my mortgage loan?
No. DCA does not have a mechanism in place to monetize the federal first time home buyer tax credit for use as a down payment.

Can I use other down payment funds in conjunction with this program?
No. Unlike the traditional Georgia Dream down payment programs, the Georgia Dream NSP program cannot be combined with other down payment assistance programs.

What interest rate will I pay on my first mortgage loan?
The first mortgage loan will be a 30 year fixed rate FHA or VA loan originated by your lender within NSP guidelines. The rate will be determined by current market rates and the lenders choice of investor. Georgia Dream first mortgage interest rates apply only when DCA funds the first mortgage loan.

Can I use the Georgia Dream NSP program to purchase a short-sale or a home that is pending foreclosure?
No. the property must have been foreclosed and the title transferred to the mortgage lien holder or an eligible agency. Eligible properties must be owned by HUD, VA, USDA, Bank, Government Entity or an eligible Non-profit.

Can the Georgia Dream NSP program be used to purchase a home that was a foreclosure, but was already rehabbed by an investor making the home move in ready?
Only if the investor used a local government’s NSP program to purchase and rehabilitate the home.

Can I use the Georgia Dream NSP program if I am also using the DCA Housing Choice Voucher Program?
Yes. However, you must use a Georgia Dream participating lender who also participates in the HCV program. Foreclosed properties in need of repair may not be eligible for purchase. When using the HCV program the first mortgage must be a Georgia Dream first mortgage loan and will be serviced by State Home Mortgage. In line with the five-point programmatic thrust of Delta Sigma Theta Sorority, Inc.,   Pomona Valley Alumnae Chapter (PVAC) will host a Scholarship honors reception to recognize African American Students, male and female for their academic accomplishments. Students being honored are high school juniors and seniors with a cumulative grade point average of 3.0 or better.   The high school with the highest number of recipients will receive a traveling plaque to display at their school for one year. The recipient with the highest GPA of all the honorees will receive the chapter's Torch Award.   Students have been invited from the San Gabriel Valley, and Inland Empire area high schools. PVAC will also recognize its 2009 scholarship recipients and showcase students in the Arts.

Former soldier gets life in prison for Iraqi slayings

PADUCAH, Ky. – An ex-soldier convicted of raping and killing an Iraqi
teen and murdering her family has been sentenced to life in prison in
a case that drew attention to the emotional and psychological strains
on soldiers serving in Iraq and Afghanistan.

Steven Dale Green, 24, of Midland, Texas, was spared the death penalty
Thursday after jurors couldn't agree on a punishment for the brutal
crime.

In March 2006, after an afternoon of card playing, sex talk and
drinking Iraqi whiskey, Pfc. Green and three other soldiers went to
the home of 14-year-old Abeer Qassim al-Janabi near Mahmoudiya, about
20 miles south of Baghdad. Green shot and killed the teen's mother,
father and sister, then became the third soldier to rape the girl
before shooting her in the face. Her body was set on fire.

Federal jurors who convicted Green of rape and murder deliberated for
more than 10 hours over two days on whether to give Green a death
sentence or life in prison without parole. Since they could not
unanimously agree on either, life in prison had to be the verdict.

"It's the better of two bad choices," said his father, John Green, who
sighed as the verdict was read.

His son will be sentenced Sept. 4 by U.S. District Judge Thomas B.
Russell.

In Baghdad, Iraqis said they were shocked and disappointed that Green
was not sentenced to death.

"Has Iraqi blood and honor become so cheap, where a family can be
murdered and a daughter raped and killed, and the verdict is life
imprisonment?" said Tariq Dawood, 55.

Haidar Kadom, 31, a teacher there, called the sentence "a mockery of
Iraqi rights."

"If an Iraqi did the same to an American female soldier, he would be
regarded as a terrorist and would be sentenced to death," he said.

Green's attorneys never denied his involvement in the attack, instead
focusing on building a case that he didn't deserve the death penalty.
Former Marines and other soldiers Green served with testified that he
faced an unusually stressful combat tour in Iraq's "Triangle of Death"
with a unit that suffered heavy casualties and didn't receive
sufficient leadership.

Jurors declined to comment as they were escorted out of the
courthouse. A civilian jury decided Green's case because he was out of
the Army before he was charged.

According to the jury verdict forms, several panelists said the stress
Green was under from combat and other areas of his life was a
mitigating factor against a death sentence. Just as many cited the
Army knowledge that he was having homicidal thoughts.

Other factors included his bad home life, not being tried in a
military court like the rest of the defendants and that he was
influenced by his superiors during the attack. Two other soldiers
convicted in the attack outranked Green and testified against him.

The issue of combat stress resulting from long and traumatic
deployments came to the forefront again just as Green's trial was
entering the sentencing phase in Kentucky. Thousands of miles away in
Iraq, an Army sergeant on his third tour of duty allegedly entered a
military mental health clinic May 11 and opened fire on his comrades,
killing five, including a doctor who helped soldiers deal with stress.

Green had been deployed for about six months when he attacked the
family. About three months before that, enemy attacks over 12 days
killed two command sergeants, a lieutenant and a specialist in his unit.

The defense case also focused on the lack of military leadership in
the unit and the Army's failure to recognize that Green could act on
homicidal thoughts of killing Iraqi civilians that he expressed after
several fellow soldiers had been killed.

Green was seen by Army mental health professionals, but a nurse
practitioner sent him back to his unit with pills to help him sleep
after he showed no signs of planning to act on those feelings, she
testified.

The trial was held in western Kentucky because Green was a member of
the 101st Airborne Division, based at Fort Campbell, Ky.

Assistant U.S. Attorney Marisa Ford said in a statement that
prosecutors have "the utmost respect" for the jury's sentencing
decision.

One of Green's attorneys, Darren Wolff of Louisville, said his client
twice offered to plead guilty, but the U.S. Justice Department refused
amid international pressure for a conviction.

"Mr. Green will spend the rest of his life in jail and the events of
March 12, 2006, have forever changed the lives of many," Wolff said.
"It is a tragic case on so many levels."

Green's brother, Doug Green, 26, said the jury reached the appropriate
decision.

"I do think it gives him a chance to have some semblance of a life,"
he said. "We're grateful for that."

But Qais Aboud Ali Khutri al-Janabi, the head of a prominent Sunni
clan in Mahmoudiya where the girl and her family were killed, said
justice had not been done.

"We demand this trial be held again and a death penalty issued," he
said.

Another police shooting ANOTHER DEATH IN GEORGIA, BRUTALITY
On Tuesday, May 5, 2009, Tramaine Miller was shot in the face by an Atlanta Police Officer at the City View Apartments. By many accounts Miller was simply trying to support a handicapped relative who lived in the apartment complex. The officer who fired the shot said Miller looked like he was up to something.

"Tramaine is hardworking, community minded and very family-oriented," said Tramaine Miller's father, Gregory Rollins.

Miller's father called on the off-duty officer to tell the truth about why he shot his son! Again there was no weapon, no drugs or anything unlawful found surrounding the events that led to this shooting of this young black man. This is a familiar story as with Augusta Georgia with the case of Justin Elmore and the way he was killed by police.

Are we tired of seeing death and brutality. Every time you turn around, another one bites the dust and there's no accountability. Are you tired of police bruitality, police corruption. It should disgusts anyone and everyone. Where are all the black leaders? Where is the NAACP on this. Are the churches with all the community funding helping to effectively helping to end this hell on earth. Think it can't get worse...? OK

Metamorphesus in the Hood.

I thought Malcolm X was a sociopath, who hated all white folks.

He analyzed buck dancing Negroes and made us the butt of his jokes,

but Malcolm was a product of the genocidal "united snakes".

His Father was murdered for his conscious mind

and his Mother's children were kidnapped,

the social wrecker's statistical find. Broken hearted & crushed,

his Mom was put in a mental institution, where her pain was muted and hushed.

Malcolm was on the streets,

and the street taught him to hustle,

and landed him in jail.

His teacher had convinced him early

that he was born to fail.

Behind those clanging metal bars Malcolm began to read.

He learned this country's history of cultural mass murder and systemic greed.

His brother did not abandon him to his growing ravenous rage;

but led him to the Hon. Minister Elijah Muhammad, a poor man

who became a learned sage!

What did he share with Malcolm, that turned his life around?

That there was a God called Allah, of the Nation, Lost & Found.

Malcolm had been known as Satan, for his seething retaliation,

but he came to love God, then himself and the entire Afrikan Nation.

Malcolm read without ceasing

and he became a powerful man,

someone we were not ready for, who urged

Blacks to take a stand!

Malcolm travelled to the Mother Land, and Mecca,

met Black Leaders near and far,

but he never forgot the hood, where most of us still are.

He married Sister Betty, had six children, but his life

was threatened still,

because of our conflicted mind set...

he was one some determined to kill!

He set some souls on fire,

they thought their minds would burst.

They could not rest their madness,

til they saw him in a hearse.

The community had to bury him,

and Percy Sutton had to help raise his brood.

Malcolm was a street psychologist,

still barely understood!

It's time for us to get serious,

"Freedom still ain't free".

Malcolm joined other Prophets

who died for you and me.

We have to stop sitting on the sidelines,]

watching life on t.v.,

We have to finally make the commitment to be

what Malcolm called us to be...

Soldiers in the struggle,

cause "Freedom still ain't free."

"Ostentatious Materialism" still has us in its grip.

We "styling and profiling", and lolling on cruise ships.

Tighten up your budget

and pay for the Freedom you need.

Brother Malcolm paid the price,

we let him take the lead.

Now, let's follow in his step

and put Freedom on our list,

when insulted, put down and mistreated,

Comrades, believe it or not, there is now a bill that has been introduced into Congress, by guess who? -- John Conyers, that would charge black radio stations for PLAYING MUSIC! Yes this will affect all radio but think about those small black owned radio stations. Read between the lines. This is a threat to Black radio stations. Black owned radio stations are the ones that can least afford this. But you can bet that the ramifications of the passage of the John Conyers Performance Tax Bill would have dire consequences on all radio formats, especially independently owned radio stations and communities of color. The neighborhoods in and around Augusta's Cherry Tree Crossing housing project remained quiet Tuesday night after a grand jury's decision not to indict two Richmond County sheriff's deputies who fatally shot a man there in December.

Several days of civil unrest followed the Dec. 14 shooting of Justin Elmore, 23, killed by police when they said he tried to run one of them down with his SUV.

A heavy police presence involving several agencies surrounded the neighborhoods off 15th Street late Tuesday, and both authorities and Cherry Tree residents said they expected things to remain calm.

District Attorney Ashley Wright said the grand jury's decision essentially ends the possibility of prosecution of Deputies Jose Rivera Ortiz and Michael Hodge. She said the "no bill" means that at least 12 members found no probable cause the deputies committed a criminal act.

Sheriff Ronnie Strength said he was pleased with the decision and urged others to view the police dashboard-camera videotapes of the shooting before passing judgment on the grand jury's decision. He said the film shows his deputies' lives were in danger.

"That was the threat," he said. "We hope people do sit back -- study the tapes."

The sheriff also met Tuesday with community leaders including state Rep. Henry Howard, longtime Paine College educator Mallory Millender and Barbara Gordon, publisher and editor of the Metro Courier newspaper.

The shooting of Mr. Elmore provoked several days of unrest in mid-December as hundreds protested in and around the complex off 15th Street. The Rev. Al Sharpton preached at his funeral, urging calm, but afterward many took to the streets, including members of the New Black Panther Party, who brandished guns as police looked on.

The Elmore case was turned over to the Georgia Bureau of Investigation. Ms. Wright presented the results of its investigation to the grand jury Tuesday.

The panel, which met behind closed doors, began hearing evidence at 9 a.m., and witnesses testified until at least 3 p.m. It finished work about 4 p.m. on the shooting case, the only one before grand jurors all day.

According to the district attorney, the grand jury had a murder indictment for consideration. Its duty was to decide whether there was an unlawful, intentional killing, Ms. Wright said.

The grand jury could have indicted the deputies on another charge, such as manslaughter or reckless conduct, and chose not to. Ms. Wright said the grand jury can charge any crime supported by the facts.

Both officers attended the grand jury hearing, a practice allowed for any law enforcement officer or public official who could face criminal indictment. The law allows the officer or official to make a statement, too.

Witnesses included GBI agents, a narcotics officer and at least one expert on law enforcement training in the use of deadly force.

Ms. Wright said she could not discuss the evidence presented because grand jury proceedings are secret.

While the officers and their attorneys could attend the portion during which witnesses testified, no one other than the jurors may be present during the deliberations of the grand jury, Ms. Wright said.

Although details described to grand jurors remain secret, police accounts in December said the deputies were responding to a tip about a man with drugs and weapons in an SUV. They used their patrol cars to box in Mr. Elmore's vehicle in the Cherry Tree Crossing housing complex.

As Deputy Ortiz approached from the front on foot, Mr. Elmore put his SUV in reverse, rammed Deputy Hodge's car and drove toward Deputy Ortiz.

Mr. Elmore was shot. He was taken to Medical College of Georgia Hospital, where he died several days later when his family asked that he be taken off life support.

Though the angry crowds that gathered after Justin Elmore's shooting in December did not regroup after Tuesday's grand jury news, some residents at Cherry Tree Crossing did express disagreement with the decision.

"There should have been murder charges," said Sha'keela McNair, who soon will give birth to Mr. Elmore's twin boys.

THE BACKSTORY

THE INCIDENT: On Dec. 14, Deputies Jose Rivera Ortiz and Michael Hodge were responding to a tip about a man with drugs and weapons in an SUV when they boxed in Justin Leonard Elmore, 23, using their patrol cars. Police said Mr. Elmore rammed Deputy Hodge's car and drove toward Deputy Ortiz. Mr. Elmore was shot and later died.

THE AFTERMATH

- Angry over the shooting, some people hurled rocks and bottles at Richmond County sheriff's deputies as a crowd of about 200 gathered Dec. 14 at the development off 15th Street.

- On Dec. 16, Mr. Elmore was taken off life support at Medical College of Georgia Hospital.

- On Dec. 23, about 200 people marched through Cherry Tree in a demonstration against police brutality, led by gun-toting members of the New Black Panthers Party's Augusta chapter.
