With the rise in unemployment, will the crime rates rise?

The crimes rates across the U.S., are on the rise because their are no jobs....who do we blame...The President? The Government? Local Politicans for not turning the heat up more for ther districts ....or do we blame them for being sorry asses and only moving when it's election time?
