Do you live in a development that has a homeowners association?  Chances are, if you don't, you know someone who does.  25 million Americans live in homes affected by homeowners associations. There are 350,000 HOAs around the country and many are having problems getting claims and liens for unpaid dues satisfied when foreclosures happen.

Imagine not having the funds to pay for community services such as trash, building insurance, snow removal, or even yard care?  This is the plight that has been faced by many associations over the last few years.  Foreclosed properties and delingquent HOA dues have perpetuated a crisis within associations across America.
