An archbishop is not needed to make one an archbishop

Only a synod is needed

The traditional process which is the Anglican and Orthodox process.  Rome amends this process so that the pope appoints and gives the pallium but tis being installed is place in office by a bishop or archbishop

Is the archbishop equal to presiding bishop?

Can any presider used the title?
