A community activist, Philip was born at Muhlenberg Hospital right here in the city of Plainfield. After graduating H.S. Philip left for Rider University and completed his undergraduate work. After graduating he returned to Plainfield and reestablished his roots in his old community. PMUA is Plainfield's local Municipal Authority established in 1995. Mr. Charles is very passionate about reducing the overall cost of the operation and bringing rates charged to ratepayers in-line with similar operations in the region.
