On July 29, 1967 Governor Otto Kerner, Chair of the National Advisory Commission on Civil Disorders, issued a report that concluded that America was headed for two Americas, one white and one black, separate and unequal. The report, published in 1968 and known as The Kerner Report, pointed out that segregation and poverty causes violence. The report predicted an increase of urban violence, and stated that a national change in public policy was needed in order to change things.
