The Foster Care system is designed to provide temporary homes for children whose parents are incapacitated, for whatever reason, whether imprisoned or hospitalized, and no one in the family has stepped up to take responsibility for their care. Too often, children are bounced from foster home to foster home because families are too broken or dysfunctional to make room for them.  This has long a range negative impact on the lives of the children and the society as a whole. When we have a child, we need to immediately make legal provisions for our, child's care in the event we become seriously ill, die or become otherwise incapacitated. That's the responsible thing to do. If you became incapacitated, who would you trust to take care of your children?
