Research states that in the area of city government, women hold less than 20% of city manager positions. One of those seats is held by City Manager Rochelle Small-Toney, who is at the helm of the southeast's coastal city, Savannah, GA.  She is the first African-American selected for the position.

Small-Toney transitioned from assistant city manager to her current position in March 2011 and will share her vision for managing the growing municipality that is nestled along the eastern seaport and what she sees happening for Savannah's community in the future.
