Today's episode will begin a series considering the phrase "Constitutional Convention", as it has been used for decades to describe the second mode of amending the Constitution as defined in Article V. This will be an introductory presentation, laying some basic ground work, highlighting both opponents and proponents of an Article V "convention for proposing amendments" using the phrase "Constitutional Convention", and beginning the discussion regarding whether that is helpful, or harmful, to the understanding of the meaning of Article V.
The news segment will be a bit longer, as we missed last week's news, so we have two weeks of news to cover.

Update: Due to the significance of the Georgia Senate vote in favor of a Convention of States, we plan to replay Tuesday's senate presentation, debate and vote in its entirety (C-SPAN style) in the first hour of this program. Discussion will follow.
Are changes to the U.S. Constitution a necessary step to puttiing America back on its intended course?
Advocates for new constitutional amendments says they're critical to address issues like term limits or skyrocketing national debt.
Opponents argue a constitutional convention could become a Pandora's box, unleashing unintended consquences, perhaps opening the door to scap our current 1789 Constitution.
Good or bad, right or wroing, a resolution passed in the Georgia senate this week in support of a Convention of the States. If the Georgia House and governor go along, Georgia may become the first state to declare support for this rare and extreme meaure in U.S. governance.
Don and Doug tackle this under-reported news on Friday's show. Extended portions of Tuesday's senate debate will be featured.

Based on Article V of the U.S. Constitution, the convention of states is an effort by several states to pass resolutions calling for a constitutional convention addressing issues of fiscal and judicial restraint, among others.

"The Congress, whenever two thirds of both houses shall deem it necessary, shall propose amendments to this Constitution, or, on the application of the legislatures of two thirds of the several states, shall call a convention for proposing amendments, which, in either case, shall be valid to all intents and purposes, as part of this Constitution, when ratified by the legislatures of three fourths of the several states, or by conventions in three fourths thereof, as the one or the other mode of ratification may be proposed by the Congress; provided that no amendment which may be made prior to the year one thousand eight hundred and eight shall in any manner affect the first and fourth clauses in the ninth section of the first article; and that no state, without its consent, shall be deprived of its equal suffrage in the Senate. " Article Five of the United States Constitution describes the process whereby the Constitution may be altered. Altering the Constitution consists of proposing an amendment or amendments and subsequent ratification.."

Mr. Blackwell was Barry Goldwater’s youngest elected delegate to the 1964 Republican National Convention in San Francisco. He was a national convention Alternate Delegate for Ronald Reagan in 1968 and 1976, and a Ronald Reagan Delegate at the 1980 national convention. In 1980, he organized and oversaw the national youth effort for Ronald Reagan. He served as Special Assistant to the President on President Reagan’s White House Staff 1981-1984.
Mr. Blackwell is a specialist in matters relating to the rules of the Republican Party. He served on rules committees of the state Republican parties in Louisiana and in Virginia. He serves now on the RNC’s Standing Committee on Rules and has attended every meeting of the Republican National Conventions’ Rules Committees since 1972.
