With over 75% approval, voters in the Vallejo California, population around 120,000, enacted Measure C in 2011 which established a tax of 10% on medical marijuana products. Although it would seem obvious that voters would not approve a tax for businesses that they thought shouldn’t be allowed to operate, the Vallejo City Council thought the voters were too stupid to understand the issue and enacted a moratorium on medical marijuana businesses in 2013.
In February, several of the operating medical marijuana dispensaries attempted to pay almost $50,000 in taxes but were turned away with a city employee telling them that “As of January 13, 2015, the City of Vallejo City Council directed city staff to no longer accept medical marijuana monthly tax returns or any tax payments related to medical marijuana.”
Attorney James Anthony represents the 11 medical marijuana dispensaries that were operating before enactment of the 2013 moratorium. As the show’s first guest, Mr. Anthony will explain how it came to pass that the city is refusing to collect an estimated $5 million in annual taxes and what the collectives will do to force them to take their money.
Combining content and lessons learned from previous attempts to place a marijuana legalization initiative on the California ballot, the Marijuana Control, Legalization and Revenue Act (MCLR) was started by Americans for Policy Reform as an open-source, grassroots project. The goal was to bring everyone together on the "same page" for the next legalization initiative.
John Lee is one of the chief organizers of MCLR and as the show’s second guest will explain the new initiative and how they are committed to drafting and passing an initiative that reflects the will of people.

Cara Crabb-Burnham is former President of the Massachusetts Cannabis Reform Coalition and has been a director for the past 4 years. As a director she has been the speaker coordinator and volunteer coordinator for the Boston Freedom Rally, organized several events and raised thousands of dollars to put toward cannabis policy reform in Massachusetts.
She began her career in cannabis through Students for Sensible Drug Policy at Emerson College, assisting in the founding of that chapter. She worked with chapters throughout Boston and New England to help promote student issues with drug use. Cara helped found the NORML Women’s Alliance with representative from three New England states. She was the first in the New England drug policy community to work alongside the gay rights movement; she walked with SSDP in the Boston Pride Parade for two years before the NWANE group donated space to have a table at the Boston Pride Festival at Government Center. She has been recognized by both High Times and SKUNK Magazines.

This week, we're celebrating a very special day. It's the one day that people from all walks of life come together, and put aside whatever differences, worldly or otherwise, they may have and share a common bond. The one thing that unties us all. The tie that binds. That magical plant known as cannabis. On this day, we give thanks to the other woman in most of our lives, Mary Jane.
While known for many years as strictly recreational, cannabis has been proven to have many positive health benefits. From pain management to treating seizure disorders, the medicinal uses for this once feared plant are limitless. We have stories upon stories, some personal about the positive effects of medical marijuana. We invite any listeners who have experiences, positive or negative, to call in and share them with us.
With the legalization of recreational marijuana in Colorado, Washington, Oregon and Alaska, the possibility of national legalization becomes more real. Admittedly, this isn't something we expected to see in our lifetimes, but here it is. Welcome to the future! What are your thoughts on legalization? “Our drug laws in this country, as a whole, need a revolution of common sense and compassion,” Booker explains.
Under the proposed bill, marijuana would be reclassified allowing for more research into its medical benefits, while allowing U.S. military veterans to get a prescription for marijuana for the treatment of illnesses, including PTSD.
“Once you make the class of drugs Schedule 2, you can research it and find out what are the medical impacts, and when can you use it” Gillibrand said. “That is what’s necessary here, it’s so simple.”
Booker then turned to his fellow lawmakers who have admitted to smoking weed.
“Let’s stop the pot hypocrisy,” Booker said as Gillibrand laughed. “We now have three presidents that have admitted to smoking marijuana. People in public office, all throughout the Senate, have said, ‘Hey, I’ve smoked marijuana recreationally.’ How much of a hypocrite do you have to be to say that I broke American laws using pot as a recreational thing, that I’m not going to support this idea, as a medicine for severely sick people, that they shouldn’t be able to access this drug.”
Later in the program, President Barack Obama gave qualified support to the bill, saying, “We need to follow the science.”
