Why does our gov't not knoe EXACTLY what to do?

McCain stated that sealing the borders is crucial now, and this is due to the threat of ISIS and he also stated he's one of the original sponsors of Comprehensive Immigration Reform, this sounds like something out of the Obama Play Book of let No Crisis go without getting something out of it.
