    Operation: Next Chapter is “working with Soldier’s Angeles Project: Valour-IT to provided 100 voice-controlled, adaptive lap-top computers for military personnel who have lost the use of their hands.  Vietnam Veteran and author Cym Lowell will donate 100 percent of the proceeds from the sale of his latest novel, Jasper’s War, to purchase these individually adapted computers which cost $500 a piece.  The laptops allow warriors who are healing from amputations, paralysis, eye injuries, burns and brain trauma to stay in touch with their family and their units during their recovery period.”


    Cym Lowell "was born in Montana to academics and spent his youth traveling the world. To put it politely, he was an undistinguished student, rewarded with assignment to the U.S. Navy at 18. After two years in Vietnam, college and law school were a challenge. Being a veteran in the political turbulence of the late 1960s and early 1970s taught humility. Raising three children in the Midwest and Texas brought love and responsibility. An international tax practice in the financial crises of the past 40 years provided insight into motivations of actors on the global stage. Friends, clients, adversaries, and colleagues, like victory and defeat, added color and context. The result is a writer with a treasure trove of experience to frame compelling characters enmeshed in heart-thumping challenges." I slowly came to realize that the connection between the mind, body and soul is an unbreakable bond and if I was going to heal my life, I would need to learn how to value this connection. So, at age 35, I stepped on to the path to enlightenment and never looked back. That was in 1986. My most profound gift was a definite struggle for me. As far back as I can remember, I could see and speak to those who had passed on and somehow knew what people were feeling. I had no idea what I was doing; I just walked around scared of the dark, scared of any loud noise and terribly insecure. Out of this fear, I blocked my gift for many years, until the death of my father prompted me to begin to accept and learn how to control it. I since learned that there was a long history of my father’s side of the family seeing Spirit. Today it feels like second nature; like I came home to a natural part of me.
    Since childhood, I have always remembered my dreams but paid no attention to learning about them. In my early 30’s (when my life seemed to be turning inside out – or more apt, outside in) I experienced four years of continuous dreams and nightmares, often three or four each night.  Nearing exhaustion, in 1986 I began my journey to understand the meaning of dreams.     Vicki's radio broadcast provides an open forum discussing support services and real issues for individuals who have been arrested, convicted or incarcerated and trying to re-establish themselves in society with housing, career, family, community and church.


    Vicki Hallman-Bowman, a native Dallas Texan who retired from TDCJ Parole after working 32 years in case management and executive leadership, is now the Program manager for Oasis Center, a 5013C non-profit organization where she coordinates the collaboration and communication with partners who provide reentry supervision, programming, and treatment for the formerly incarcerated, the disenfranchised, and the vulnerable persons in Dallas county and surrounding areas. Her additional responsibilities also include the supervision of the case managers and the oversight of the case management process to include all facets of programming provided to the clients and their families.


    She served as Regional Director for the Parole Division in the North Texas area. Her tenure in this capacity allowed for her to manage the development, implementation, and planning of all parole related functions in this area.  She has been the instrumental force in developing programs for the 22,000 parolees that reported in her area.  Programs that were gender based, cognitive restructuring, cultural based life skills, anger management and other influential curriculums that have provided impact and as result has received many recognitions throughout the country


    In July of 2014, the History Makers proudly announced that her documentary has now been made a permanent part of the History Makers Collection at the Library of Congress. 


    She is the wife of Jeffery Bowman, a mother of three, Tiffini, Janelle, and Nickolas, a proud grandmother of three and the daughter of Bobbie and Curtis McCarty.  She is a member of Mt. Rose Church where Bishop Jeffery Thomas is the pastor.
