Mombasa Town Clerk Tubman Otieno presented himself to the Kenya Anti-Corruption Commission offices in Mombasa Thursday over charges of flouting procurement procedures.
Mr Otieno arrived at the Kacc offices at 7 am after anti graft officials failed to trace him on Wednesday.
He was questioned for more than three hours before he was taken to court to face the charges.
Kacc communications officer Nicholas Simani said Mr Otieno was being sought to face the charges of awarding a contract to manage truck parking services in the municipality to a Company called Summit Cove Line.
Mr Simani alleged that the company was single sourced by senior council officials to provide the services.
“In March 2010, KACC received information from the general public that Mombasa council has awarded the said company a tender and investigations commenced immediately and in January this year, the Attorney General recommended the charges against the senior council official for flouting procurement procedures,” said Mr Simani.
Mr Simani said Kacc was not opposed to the project meant to decongest the town but the manner of awarding the tender was irregular.
“The council should have considered advertising the tender for fair competition to other companies. Our investigation has established that the company set their own rates as opposed to those gazetted by the Municipal Council,” said Mr Simani.
He said most of the cases being investigated by Kacc against public institutions in Mombasa tend to feature non- compliance and failure to adhere to procurement procedures by directors and senior officials.
A local daily has established that the company charges Sh3,000 for clamping services compared to the Sh1,000 normal price. Sourec: Nation Newspaper.
