Joseph Stalin's persecution of Europeans vs. Isis; who is worse?

People from neighboring countries like Finland, Hungary and Yugoslavia were forced into work camps under Stalin.  Did he have an objective like Isis does not?  When killing is killing or is it to build a new society?  The ultimate purge.

Case study: Russian-Finnish Winter War of 1939-1941.  The Soviet Union ostensibly sought to claim parts of Finnish territory, demanding—amongst other concessions—that Finland cede substantial border territories in exchange for land elsewhere, claiming security reasons, primarily the protection of Leningrad, which was only 32 km (20 mi) from the Finnish border. Finland refused and the USSR invaded the country  Many Finns living in Soviet Karelia region were subject to labor camps because of persecution but also their lumber skills
