children, who also raised her nephew, has worked for Lancaster Police Department for 20 years. Harlean Howard, a Pennsylvania native started her career in law enforcement with the Philadelphia Police Department. As one of the first female officers in Philadelphia. Now, more than 30 years later, she is one of few minority women leading a police department in South Carolina. “It started out for me as a challenge because when I came into law enforcement in the 1970s, it was traditionally an occupation dominated by males,” Howard said. “The more I learned, the more experience I gained, and the more I grew to love the job.” She moved to Lancaster in 1989 and joined the city’s police department in 1990 working in undercover drug operations.
