An Idea Whose Time Has Come, # 22

The phrase, "an Idea Whose Time Has Come," is generally attibuted to Victor Hugo. He is actully quoted as saying: One resists the invasion of armies; one does not resist the invasion of ideas.  The idea of global sobrety is such an idea.  Today we talk about how an idea becomes an idea whose time has come.
