Detective Shelby was the first Sacramento detective to make a connection between a series of rapes that began in the middle class communities of East Sacramento in the late 1970's. His book details the efforts to apprehend this psychopath before he transformed into a southern California serial killer who preyed upon middle class couples through a terrifying series of home invasion murders. I highly recommend this book for readers of true crime. This particular series of crimes remains unsolved, leaving many questions about a violent predator who has been labeled one of the most brazen criminals and one of the least publicized. Shelby County has a rich history that includes legends of buried treasure, Civil War skirmishes, a Civil War hospital and Confederate cemetery. The Creek Indians were driven from this land as well during the time of the Trail of Tears. There are many stories, and hauntings, that exist in the area. Wayne has been with FedEx in Memphis for 29 years but works closely with the Shelby County School System – speaking to youth about the value of persistence in pursuit of their objectives. He was cut from his high school team every year for 3 years but went on to be named a hall of famer with both Itawamba Community College and South Eastern Louisiana University. His book is Two Time Hall of Fame.
On the evening of June 17, 2015, a mass shootoing took place at Emanual African Methodist Episcopal Church in Charleston, South Carolina. The church is one of the oldest black churches in the United States and has been a site for community organization regarding civil rights. Nine people were killed.
Police arrested a white male, 21 year old Dylann Roof, in Shelby, North Carolina the morning after the attack. He was calmly walked out in a bullet proof vest, then taken to Burger King.

Dylann Roof, 21, of Lexington, South Carolina, was taken into custody without incident shortly before 11 a.m., Shelby police said in a statement. Authorities got a call from a business about a possible sighting of the suspect.
At 10:43 a.m., officers saw the suspect's vehicle, and stopped it at 10:44 a.m., police said. Roof was the vehicle's only occupant.
He was armed with a gun when he was arrested, according to a law enforcement official briefed on the investigation. It's not clear if it's the same firearm used in the shooting.

The man accused of killing nine inside a black church wore pro-apartheid flags, made a ‘lot of racist jokes,’ and ‘wanted to start a civil war.’
Police arrested Dylann Storm Roof hours after he allegedly killed nine people at an historic black church in Charleston. Roof, 21, is from Lexington, South Carolina, and was taken into custody in Shelby, North Carolina. At a press conference, Charleston Police Chief Greg Mullen said a citizen’s tip led police to Roof’s car. Mullen refused to comment on whether Roof admitted to the shooting but said the suspect was cooperative.

Dylann Storm Roof, 21,was arrested Thursday morning in Shelby,North Carolina for killing nine people at a church in Charleston, South Carolina. The gunman walked into the Emanuel African Methodist Episcopal Church,one of the nation’s oldest Black American congregations dating back to1891, after 8 p.m., and the first call to police came shortly after 9 p.m. The gunman, from the Columbia, S.C., traveled to Charleston, S.C., sat down with parishioners in a prayer meeting for nearly an hour, and then opened fire.
Dylann Storm Roof is white and the nine slain people are black; among the dead was South Carolina State Senator (Rev.) Clementa C. Pinckney, pastor of the church. The Justice Department’s Civil Rights Division, the F.B.I., and the United States Attorney’s Office for South Carolina opened a hate crime investigation into the shooting. The gunman was quoted as saying, “I have to do it; you rape our women and you’re taking over our country. And you have to go.”
.A survivor of the shooting reported that the gunman asked for the pastor,sat next to Senator Pinckney during the Bible study,During the shooting, Dylann Storm Roof reloaded his gun five times. J. Todd Rutherford, the minority leader of the State House of Representatives, confirmed that Senator Pinckney’s sister was also among those killed.
