    A Comprehensive Overview of Wyoming Juvenile Court Rules and Relevant Wyoming Supreme Court Decisions


    Jill Kucera, J.D., Senior Assistant Attorney General, Wyoming Attorney General’s Office and Elizabeth B. Lance, J.D., Attorney, Wyoming Guardian Ad Litem Program will provide an overview of Wyoming's Juvenile Court Rules and relevant Wyoming Supreme Court decisions. The Rules of Procedure for Juvenile Courts ("Rules") (adopted on Feb. 9, 2007) govern practice and procedure in Wyoming's trial courts in all juvenile court actions: abuse and neglect, delinquency, and CHINS (child in need of supervision) proceedings. These Rules address hearings, discovery and inspection, submittal of reports, right to counsel, pretrial conferences and meeting of parties, stipulations, Court Appointed Special Advocate (CASA) provisions, inadmissibility of certain evidence, and concurrent criminal and juvenile proceedings. The presenters will provide information on all the Rules, with an emphasis on Rule 3: Discovery and Inspection; they will also present information about Wyoming Supreme Court cases that interpret the Rules.  Listeners will learn about best practices and how the Rules are applied in different Wyoming jurisdictions.  At the completion of this program, participants will know: (1) The Ten Rules of Procedure for Juvenile Courts; (2) Wyoming Supreme Court decisions on the Rules and (3) How these Rules relate to practices in difference jurisdictions.

    DHS will be my focus this evening. On Jan. 21, 2016 I joined former NYPD Commissioner Bernard Kerick on Dennis Michael Lynch’s Newsmax-TV program, “Unfiltered.”- “DML Unfiltered - Bernard Kerik and Michael Cutler - How long until our next 9/11?” The discussion was predicated on a DHS report: “DHS Report: Entry/Exit Overstay Report for FY 2016”   More than 500,000 nonimmigrant aliens who had been lawfully admitted failed to depart. The report, “9/11 and Terrorist Travel: Staff Report of the National Commission on Terrorist Attacks Upon the United States” focused on how terrorists entered the United States and embeded themselves as they went about their deadly preparations. Page 54 of this report contained this excerpt under the title “3.2 Terrorist Travel Tactics by Plot”:


    Although there is evidence that some land and sea border entries (of terrorists) without inspection occurred, these conspirators mainly subverted the legal entry system by entering at airports...Thus, abuse of the immigration system and a lack of interior immigration enforcement were unwittingly working together to support terrorist activity.

    SPECIAL TOPIC Night - "Child Abuse, Trauma and 12-Step Recovery" - STEP 2 (and we'll include a bit about TRADITION 2) - SCAN host Bill Murray will be joined by special guest co-host Rivka Edery, MSW, LCSW, author of the book "Trauma and Transformation: A 12-Step Guide." Bill founded the recently launched Adult Survivors of Child Abuse Anonymous (ASCAA). Together they will lead tonight's discussion on STEP 2: "Came to believe that a Power greater than ourselves could restore us to sanity." Applying Step Two to the struggle of healing this aspect of the traumatic wound (difficulty trusting, and difficulty with authority figures), begins with a careful inspection into the programming of a trauma survivor. Somewhere in a survivor's programming is a single operative principle, which at once holds the person back trying to heal and grow in this area, but keeps him putting up a front, perhaps even leading to relationships that do not work, dead-end jobs, or boring routines. In this area of trust, which Step Two directly addresses, the survivor is undeveloped. Step Two can help you get unstuck and able to trust, where trust was once so frightening and impossible. ~~ A child abuse survivor herself, Rivka Edery has been active in the 12 Step community for nearly 20 years.     I hope you all had a terrific Thanksgiving. With the controversy about the ability or lack of ability for our officials to screen Syrian refugees, a justifiable concern, the broader lack of integrity to all of the components of the immigration system are being ignored. Tonight we will consider those other components to the immigration system.  The potential for terror attacks have been the focus of many news programs and the State Department travel alerts certainly add a sense of immediacy to these concerns.


    This evening we will consider three of my most recent articles that tackled these immigration-related issues.


    On November 26th Californians for Population Stabilization posted my article, “Immigration and Terrorism – It’s About More Than Vetting Refugees.”


    On November 24th FrontPage Magazine published my article, “Entry Without Inspection = Entry Without Vetting- The dire threat to our national security and public safety.”


    Finally, On November 23, 2015 the Daily Caller published my commentary, “ Syrian Refugees Cannot Be Vetted: However, Neither Can Aliens Who Cross Our Borders.”
