God set up laws and guidelines for the nation of Israel, many of which clearly show that God has a strong sense of justice. (Of course, He is perfectly just.) God also provides protection and peace of mind in knowing that places of refuge existed for certain circumstances. Cities of Refuge were established in the Promised Land so that people could be protected against revenge until the community could sit in judgment of what occurred.
God knows every secret of our hearts. Have you ever been in a life situation which made you look guilty but you were not in the least guilty of what others were judging you for? I have. It's nice to know that if something as serious as murder were pinned on you, God has your back in directing the way society handles it, to ensure fairness.
