Garner, an African-American father of six, died in July after police officer Daniel Pantaleo wrestled him down in a banned chokehold. A group of officers then piled on top of Garner, pinning him to the ground as he cried out more than 11 times, "I can’t breathe." Police had accused Garner of selling loose cigarettes.
