    Workforce Partners: The VA's Community Employment Services for Homeless Vets

    The VA's Homeless Veterans Community Employment Services (HVCES) program helps homeless veterans re-enter the workforce and is a valuable community partner for workforce development organizations.


    The Veterans Health Administration's Homeless Veteran Community Employment Services program provides wraparound services to Veterans exiting homelessness that enable them to successfully connect with businesses and return to employment. "This unique population is highly motivated and actually has a varied skill set from which employers can benefit," shared Dr. Carma Heitzmann, Director of VA's HVCES program. "Getting formerly homeless veterans into gainful employment and supporting them during that critical first year back in the labor force increases their success in both the workforce and in maintaining their housing status."  In this Workforce Central radio show from the National Association of Workforce Boards, President/CEO Ron Painter interviews Dr. Heitzmann to share the details of the HVCES program and how workforce development organizations can form partnerships and engage locally assigned Community Employment Coordinators to successfully place formerly homeless veterans into employment.     Marcia Scheiner is the founder and President of Asperger Syndrome Training & Employment Partnership. Prior to founding ASTEP, Ms. Scheiner spent 25 years in the financial services industry, most recently as CEO of Centrally Managed Businesses for Zurich Financial Services. She has also held management positions at Chase Manhattan Bank and Canadian Imperial Bank of Commerce. Ms. Scheiner is a graduate of Wellesley College and has an MBA from Columbia University’s Graduate School of Business. She is the parent of a young adult son with Asperger Syndrome.

    What to Expect in Employment Agency Hearings

    Hearings with agencies are usually performed with the parties, their attorneys, and the administrative law judge over the phone. Administrative law judges handle issues strictly pertaining to employment and are well versed in rules and cases relating to their particular area of law. Sometimes attorneys are involved and other times clients represent themselves pro se. Generally speaking, an employment hearing is like a mini trial where you will present your witnesses and cross examine the other side’s witnesses. You are able to submit documents which you may wish to enter as evidence in advance to both the judge and opposing party. It helps to have these clearly identified and readily accessible during the hearing, especially considering its telephonic nature. You are usually able to have both a closing and opening statement as well. Do not expect a decision at the conclusion of the telephone conversation. The decision will come in writing and it could take several months before any such decision is rendered.
