In Ionia, Mich., 19-year-old Kyle Dewitt caught a fish out of season; then a judge sentenced him to three days in jail.
In Grand Rapids, Mich., Stephen Papa, a homeless Iraq War veteran, spent 22 days in jail, not for what he calls his "embarrassing behavior" after he got drunk with friends and climbed into an abandoned building, but because he had only $25 the day he went to court....people sometimes go to jail when they fall behind paying these fees.

Alexes Harris is an Assistant Professor at the Department of Sociology at the University of Washington. Her degrees in the field of Sociology are from the University of Washington (B.A., 1997) and the University of California, Los Angeles (M.A., 1999; Ph.D., 2002). Her research and teaching areas include the juvenile and criminal justice systems. She is currently researching the process and consequences of Legal Financial Obligations assessed to individuals convicted of felonies in Washington State and the process of "re-entry" post conviction. Pat Moran, payment executive and advisor, talks about the fact that for years, small businesses have paid high fees to credit card acquirers and processing companies, often without knowing. MasterCard has rolled out new standards, which went into effect April 1, that will require acquirers and payment processors to more transparently disclose fees. Under these new rules, they must give small businesses a minimum of 30 days' notice before they modify any fees related to MasterCard transactions. They are also required to provide business owners with a clear and detailed disclosure of the fees they are charged and how they are calculated.

YouTube to charge for watching videos: Monthly subscription channels set to launch this week to take on TV broadcasters
Subscriptions could cost £1.28 ($1.99 a month) per channel
Between 25 and 50 channels are expected to be made subscription-only when the service launches

The video site, owned by Google, is set to launch a paid-for subscription service later this week that will charge users to access content on some of its specialist channels.
According to reports in the Financial Times, a single-channel subscription is expected to cost £1.28 ($1.99) a month and will apply to as many as 50 YouTube channels.
