"The OFLC administers the PERM program, where employers whit a current need may obtain certification for a permanent position that they have been unable to successfully fill with a domestic worker. With the exception of certain occupational sectors, employers must obtain an approved and valid labor certification from Office of Foreign Labor Certification (OFLC) before they can submit a permanent resident immigration petition to Department of Homeland Security (DHS). As part of the labor certification application process, employers must perform a labor market test to determine whether qualified U.S. workers are able, willing, and available in the area where the job will be performed. Employers also must demonstrate that employment of the foreign worker will not adversely affect the wages and working conditions of U.S. workers similarly employed, and they must pay the foreign worker at least the prevailing wage for the occupation. These and other program-related conditions must be met prior to the OFLC granting a permanent labor certification".

The parallels between the Nixon administration and the current Obama Administration are striking although 41 years have passed. Considering Richard M. Nixon is a Republican and Barack H. Obama a Democrat, the similarities are not only surprising, but increasingly disturbing. The current administration parrots "transparency and accountability" at every possible turn while operating one of the most secretive, classified governments in history. The present historical backdrop is eerily similar to that of the Nixon presidency. The paths both Nixon and Obama have chosenNot only do striking similarities between the historical backdrop of Nixon's presidency and Obama's administration exist, the path these two Presidents have chosen to embark on; separated by 41 years in time, are eerily analogous.
