While the majority of employees at the CIA are well intentioned, compartmentalized dupes, top officials at the agency are filthy, treasonous criminals that need to be prosecuted. The same goes for its sister agencies like DEA, AFT, NSA, etc.

Drug Policy Reform may seem like an unusual avocation for a retired career CIA employee, but Richard Kennedy’s tenure and subsequent endeavors make for a most intriguing episode of Marijuana Compassion and Common Sense.
Working for 31 years as a CIA economic analyst concentrating on Western Europe with later work in Poland, Hungary and Turkey including a stint with a select group of Aegean experts in the Office of Russian and European Analysis until he retired in 2003, Kennedy did not hide his belief that current U.S. drug policy was a failure speaking out at agency meetings including his post-retirement party where he was awarded the CIA's Career Intelligence Medal.
After retiring his continuing interest in drug policy led him to involvement with MPP and NORML in Washington D.C. eventually becoming a dedicated activist with Virginia NORML.
On this exceptional episode of Marijuana Compassion and Common Sense, Mr. Kennedy will discuss the CIA’s role in shaping and enforcing drug policy and how it has influenced his current work to end marijuana prohibition and change the course of American drug policy.

How much do you really know about how the CIA works? If Americans knew, it is likely that they would be calling to shut it down. It is debatable whether it serves any useful intelligence function that might not be better served by other agencies in the massive intelligence complex created in the wake of 9/11, one that is arguably less efficient than before the creation of the Homeland Security Agency.
As for the covert operations, do we really need an unaccountabel agency overthrowing governments, conducting assassinations, propagandizing Americans and their allies, all to serve the "national interests" which are assumed to be identical to those of the leaders of transnational corporations who dictate US foreign policy acccording to their business plans?

Jack Devine is a founding partner and President of The Arkin Group LLC. He is a 32-year veteran of the Central Intelligence Agency (“CIA”). Mr. Devine served as both Acting Director and Associate Director of CIA’s operations outside the United States from 1993-1995, where he had supervisory authority over thousands of CIA employees involved in sensitive missions throughout the world. In addition, he served as Chief of the Latin American Division from 1992-1993 and was the principal manager of the CIA’s sensitive projects in Latin America.
Between 1990 and 1992, Mr. Devine headed the CIA’s Counternarcotics Center, which was responsible for coordinating and building close cooperation between all major U.S. and foreign law enforcement agencies in tracking worldwide narcotics and crime organizations. From 1985-1987, Mr. Devine headed the CIA’s Afghan Task Force, which successfully countered Soviet aggression in the region. In 1987, he was awarded the CIA’s Meritorious Officer Award for this accomplishment.
Mr. Devine’s international experience with the U.S. government included postings to Latin America and Europe. During his more than 30 years with the CIA, Mr. Devine was involved in organizing, planning and executing countless sensitive projects in virtually all areas of intelligence, including analysis, operations, technology and management.
He is the recipient of the Agency’s Distinguished Intelligence Medal and several meritorious awards.
Mr. Devine resides in New York City and is a member of the Council on Foreign Relations. He speaks Spanish and Italian.
Mr. Devine’s book, “Good Hunting! A Spymaster’s Story” was published in June 2014. It focuses on his Agency career and the role of Covert Action in the past and the future.
