· Econ 101: Market share that is captured during a declining economic market represents real market share (i.e. inelastic wealth transfer not influenced by future changes in market forces). · Federal contracts that are associated with the County’s core-functional needs represent a safe/dependable revenue source in an unstable market. · There is no net-new federal contracting growth in a declining economy (i.e. Numerous Non-Core Programs become Authorized but Un-Funded). · The Citizens, Businesses & Agencies are still required to follow the Laws of the land – even during uncertain times (e.g. implementation of SB goal attainment requirements – SDB, Hub-Zone, SDVOSB…etc.), therefore, · If there is a spending deficit within your SB Vendor class, you have an opportunity to capture Real-Market-Share in this economic environment. Now for – The rest of the story… Given our history of performance against the VOSB spending goals, I understand that the foregoing produces professional skepticism at a minimum.
