First Mention Law Number 13

How does the Law of first Mention applies to Scriptures? How can we understand 2013 by reading scriptures in the Bible concerning number 13?

"If you notice in the Bible, every occurrence of the number thirteen, there is a similar correspondence or resemblance characteristic of behavior or events that stand in connection with rebellion, apostasy, defection, corruption, disintegration, revolution, or something similar in quality or character or idea will always be around the number 13 in the Bible and in life itself.  Some Scholars and Theologian will call this type of manifestation in the Bible as the “Law of First Mention.”
