On Friday, March 1st, Michigan Governor Rick Snyder (R) announced his intent to put a "Emergency Financial Manager" to run the State's Largest City and Automobile Capital of the World, Detroit, Michigan.

The financial problems of Detroit are not new as the City has been struggling for at least a decade declining population growth & losses in property taxes.  Meanwhile, for years the State of MI has owed Detroit up to $500M in State Shared Revenue and City Water Department debts. 

Knowing a Financial Manager is less than two weeks away from taking over all functions, should Detroit's Elected Leaders began a process of municipal bankruptcy proceedings for the City, early next week?
