The LEDF is expected to have significant impact on the Liberian economy, by improving business access to financial and technical resources necessary for sustained growth and prosperity. Short and medium-term impact will be created by direct inputs, including the provision of credit, select equity investments, and targeted technical assistance. Longer-term impact is expected to include functional commercial linkages between a significantly increased number of businesses and the Liberian financial sector, as well as the creation of a stable, commercially viable business sector. Estimates project that a $30 million loan portfolio will meet the credit needs of more than 1,500 businesses. LEDF Structure The LEDF will comprise two components: •A U.S.-based Liberia Fund to manage financial resources, provide initiative operations with policy guidance and oversee initiative management; and, •Liberia-based Fund Operations, through which all credit programming, technical assistance and training will be managed. The Liberia Fund will be initially capitalized by U.S. private and other investors. Robert L. Johnson will lead with his own commitment of up to $3 million. CHF International will design and implement the lending facility in close collaboration with OPIC and other LEDF partners. Potential borrowers include existing Liberian firms, new enterprises, and diasporans returning to Liberia to start businesses. CHF International expects to identify many credit-worthy borrowers from firms that graduate from the ADF growth and development program. The finance activities of the NBFI are expected to be self-sustaining in the medium term. Ultimately, the LEDF will seek to integrate local banks into these activities as co-lenders in order to expand debt resources for enterprises. As opportunities arise, the NBFI will make limited use of appropriate investment instruments to provide select businesses with equity capital necessary to support growth strategies.
