STOCKTON — Tensions continued to rise Friday as protesters launched a second round of demonstrations against the Stockton Police Department a day after a video showing the forceful arrest of a teenage boy gained international attention.About 30 demonstrators marched through the streets of downtown Stockton from the San Joaquin Regional Transit District bus station to the Police Department, blocking traffic and aggravating a number of motorists along the way.At one point, a large man in a black T-shirt stood in the middle of North Hunter Street at East Weber Avenue after demonstrators gave an order to “block the street.” The man impeded traffic and hurled expletives at a female motorist who honked her horn when he remained in the roadway after her light turned green.Moments later, officers temporarily blocked westbound traffic on East Weber Avenue and diverted motorists onto North El Dorado Street because the demonstrators were marching down the center of Weber toward the Weber Point Events Center.“The Police Department balances public safety with the right to assemble and freedom of speech,” said Officer Joe Silva, a spokesman for the Police Department. “We had 10 to 15 officers who monitored the protests, and when officers began to see the protesters move into the street, our officers asked them to get back on the sidewalk, which they did.”No one was cited or arrested, Silva said.Demonstrators turned out for the second day in a row to protest the arrest of Emilio Mayfield, 16, and other use-of-f
