Dr. Bart P. Billings, PhD, is a retired U.S. Army Colonel, former military psychologist and licensed clinical psychologist and marriage and family therapist.  He has been active in the fields of Physical Medicine and Rehabilitation, Military Medical and Mental Health Services, Psychology, Management, and more for over 45 years.  Dr. Billings has given lectures throughout the country for Universities, private organizations, national conferences and the military on multiple topics including Combat Stress, Stress and Burn-out, and Violence in The Work Place.  Dr. Billings also founded and directs the oldest annual military stress conference, the International Military and Civilian Combat Stress Conference.  He has been interviewed on ABC News Nightline and ABC World News with Charlie Gibson about combat stress, and he was invited to give testimony at Congressional and State Legislative hearings on the need for better Mental Health Treatment Programs for military personnel and their families.  He submitted written testimony to a Congressional Hearing  on the relationship between psychiatric medication and increased suicides in the military.
