  Around the world, there is an observable
  recurrence: ancient sacred sites, mystical experiences,
  strange phenomena and UFO activity are suspiciously
  abundant in the zone between 30 and 40 degrees latitude.
  This book relates one of many peculiar events that seem to
  gather specifically around Latitude 33 – a geophysical zone
  some suspect may be a gateway to a realm mostly hidden
  from our view of reality.
  To name a few, the events that have occurred (and
  the interesting spots that are located) at this particular
  latitude are the Roswell crash, purported by many sources
  to have been at 33.104 degrees; Dallas, the site of the JFK
  assassination at 32.78 degrees; and, our point of interest in

  With the Shuttle program reaching it's final cycle, NASA had big plans to return to the Moon. With China, India, and Japan currently racing to be the next nation to land an astronaut on the lunar surface, NASA developed and then began testing a new lunar surface rover which had an extended range of over 60 miles!
  
  It seemed, that NASA had every intention of returning to the Moon with the ultimate goal of a permanant manned presence there. However... Obama's "Human Spaceflight Plans Commitee" has stated that no manned landing on the Moon by the United States can take place before the year 2020... or perhaps even 2028, and further, mulling over the idea that a return to the lunar surface might not be the best direction for NASA.

  Vladimir V. Rubtsov was born at 1948 in Kharkov, then the USSR (now independent Ukraine). He received his M.S. degree in computer science in 1972 and after that joined the laboratory of Dr. A. V. Zolotov in Kalinin (now Tver), where for three years studied the problem of the Tunguska explosion. Received his Ph.D. degree in the philosophy of science from the Institute of Philosophy of the Academy of Sciences of the USSR (Moscow, Russia), having defended in 1980 the doctoral thesis "Philosophical and Methodological Aspects of the Problem of Extraterrestrial Civilizations" (the first of its kind in the former USSR). Dr. Rubtsov's professional fields are methodology of interdisciplinary research, sociology of science and technology, and general epistemology. He is currently Director of the Research Institute on Anomalous Phenomena (RIAP), as well as the Editor of its newsletter RIAP Bulletin.
  Dr. Rubtsov has authored some 120 scientific and popular-science articles in the Soviet, post-Soviet, and foreign press, as well as two scientific monographs: The Problem of Extraterrestrial Civilizations (with A. D. Ursul, Kishinev: "Shtiintsa" ["Science", the publishing house of the Moldavian Academy of Sciences], 1984 & 1987) and UFOs and Modern Science
