In 1993 I began going to Grade School in Oakley Kansas, was found to have a lot of learning problems, few autistic disorders, so I was put into a special education program to define my motor skills, meaning, to get my motor skills up to speed and I believe Joey was in that area too, he was either in Middle School or High School, we met at Saint Joseph Catholic Parish in Oakley Kansas, his dad and him always went to Mass, his mom didn't and wasn't really Catholic.  I just learned what happened to him from my mom, who was a para at the school and knew him as well, even worked with him.  If Joey felt any bit scared, he didn't fight you or anything, just went to his safe place to get rid of this fear, and that was his home in Oakley Kansas.  But, he soon left the house and got a place in a Special Needs Living Facility in Hays Kansas, a simple infraction he committed by forgetting to put the new date on his license tag.  The officer, of the Hays Police Department, never met Joey or knew he had Special Needs and that certain things frighten him, including sirens.  From all reports, the officer began immediately shouting commands at Joey, which also causes him to get frighten and confused, so Joey was so terrified and frightened, drove off, slowly and carefully at 10 MPH and we will relate what happened.
