While the right declares that there are less teens engaged in sex due to abstinence programs, the left declares that teen pregnancies have risen under the Bush administration. How could both sides be correct? Perhaps while there is less engagement in teen sex, there are also less abortions which could account for a rise in pregnancies. For many teens, abortions had been used as a form of birth control. However the underlying issue still remains that there are far too many teens engaged in sexual activity, which is unhealthy behavior for many reasons. The problem of aids and other sexually transmitted diseases has not gone away. The practice of date rape and related domestic violence is also prevalent among teens.
The $43 million dollar grant to address HIV AIDS may also result in a reduction in teen pregnancies. This grant offered by the U.S. Department Of Health and Human Services, Centers for Disease Control and Prevention (CDC), is for Human Immunodeficiency Virus (HIV) Prevention Projects for Community-Based Organizations. This grant opportunity is limited to nonprofit applicants (e.g., community- and faith-based applicants and hospitals) with documented experience working with the target populations and providing services in the area.
