The Department of Commerce is offering a grant to help prepare the next generation of Homeland Security experts. This grant can fund strategies that reach elementary school children and youth. How should such an effort be approached? Will this effort breed a more equipped America? Or will this effort simply offer more opportunities for homegrown terrorism?
