A report from Pew Center on the States recently reported that 1.6 million Americans were in prison and 723,000 were in jail last year. This is an increase of 25,000 over the year before.
A great majority of these people were in jail for drug related crimes which raises the question, is this strategy giving the tax payers a return on their investment? Are our streets safer because so many drug offenders are locked up? What will happen when these offenders return to society, many of them still not receiving effective drug treatment?
The 20,000 to 40,000 dollars spent a year to house an offender, who is a drug abuser, could go a long way if it were spent on effective rehabilitation. The society would get a better return on their tax dollars having a rehabilitated and productive citizen.
Narconon of Georgia and a local Judge conducted a pilot with offenders who were addicts several years ago to see the viability of rehab versus incarceration. 20 offenders participated in the Narconon program rather than jail time.
The pilot was successful, with all 20 graduating and most going on to gainful employment.
Narconon still works with attorneys, probation officers and judges to offer alternative sentencing opportunity to those offenders who truly want to conquer their addiction and create a drug free and successful life.
