Filmmaker Misha Zubarev talks about "18 and Out," his short film that’s been chosen for inclusion in NBC’s "The Screening Room." Zubarev’s film deals with a dramatic problem in the child welfare system. Ruella Anderson, a distinguished child welfare expert, also joins the discussion to share her expertise in this area.
