What is up with the helicopters?

We are exploring what is up with the helicopters? Lots of sightings in the sky over the Greater Cincinnati area, but whhat we learned was there were simultanous sightings in St. Louis, Miami, and other major cities. We are being told these were perimeter drills. Great! We are all for training, but from 11pm-4am on a week night in a residential area?
