Recently, the black leadership in the city of Portland rejected a proposal to builda Tradeer Joe's on a lot that has been vacant for over 20 years. reason being, it was their fear that this development would usher in a new phase of gentrification, displacing the current black population.
So, is it possible to have urban revitalization and not have some gentrification take place. We talk with economic development expert, Dell Gines about this.
