How much authority do you give your staff members? I have seen groups draw up glorious plans of action to present to boards that meet twice a year and have ten minutes to discuss each project. The answer is usually "Let's table it until next time." Since the people who drew up the plans were not given the authority to implement them, the plans remained just that -- plans that were destined to die in committee.
