What is going on in the city of Memphis?

The citizens of Memphis need to be heard. What is going on with the city of Memphis. How has this city gone from the most beautiful city award for several years, and one of the best cities to live in, to being on the FBI top 5 most dangerous city to live in. What has happened, who is to blame.  Why are so many businesses shutting down and moving out of this city? Why are the police officers uprooting their families and moving to other parts of the country?
