Hal Gibber is the Executive Director of FAVOR, a non-profit dedicated to supporting Connecticut families with children who are struggling with emotional-behavioral problems. Hal is also a leading child mental health advocate in our state, sitting on the Behavioral Health Partnership Quality Assurance Committee and on DCF's Continuum of Care Committee.
