The Dumbing Down of America. Is it Part of a Plan?

Ever since the creation of the Federal Education Department, American students' test scores in math and reading have been declining. There seems to be more emphasis on groupthink and political correctness than academics. Ten million of our students are on prescription psychotropic drugs. A larger percentage of our HS graduates can't read or do simple math. Why is this happening? Is it part of some plan to destroy America?
