The book traces the efforts of the United States, Russia, China and Israel to find the missing nuclear bombs and keep them out of terrorist hands.This story is in part based on his experience as a contractor with the Defense Nuclear Agency from 1993-1996; working in Russia on the Cooperative Threat Reduction Treaty.
